For years RCAC has quietly struggled with employee fraud, embezzlement, lawsuits, in-house conflicts, along with the tumultuous sea of 501(c)(3) funding and staffing necessities that often confound non-profits.

If, in the end, RCAC is renewed, a contract with different language would be appropriate, he said.

"I would like to see them redo the contract with better oversight so that some the issues we've seen this time around don't repeat themselves," he said.
