Wing, an attorney, said Monday that case law indicates that 501(c)(3) cable access stations such as WinCAM are private and are not subject to Open Meeting Law.
“We get no tax money from the town, and we have no authority to levy a tax,” she said. “If and when Comcast [funding] goes away, our funding ends.” *
* Note WinCAM allegedly paid $1.00 to the high school at 80 Skillings Road for rent - allegedly since 2,000. Since they were there for 13 1/2 years, and if rent was 2K a month elsewhere for the same amount of space, WinCAM conceivably got a break of over a quarter of a million dollars.
No tax money? Maybe not, but certainly the use of the name "WINCHESTER" and use of the property and use of the taxpayer-funded building to Winchester residents means more than attorney-speak, doesn't it?
